СрпскиThe objective of this assignment is to develop and implement an IT application (software solution) enabling the electronic submission, processing, and issuing of advance rulings on tariff classification.
The engagement encompasses the following tasks:
- Hold consultations with the Department for Customs Tariff and the Information and Communication Technology Division of the Customs Administration of the Republic of Serbia to gain full understanding of the professional and technical requirements necessary for development and implementation of IT application for advance rulings on tariff classification.
- Design full technical specifications for the IT application for advance rulings on tariff classification to be approved by the Department for Customs Tariff and the Information and Communication Technology Division of the Customs Administration.
- Develop, test and deploy the IT application for advance rulings on tariff classification on behalf of the Department for Customs Tariff of the Customs Administration.
- Develop user manuals for the IT application for advance rulings on tariff classification.
- Deliver practical in-house training on the IT application for advance rulings on tariff classification.
- Maintenance of the IT application for advance rulings on tariff classification.
Understanding and reviewing business process, creation of the future model and development, deployment and set up the IT application and related database.
Software developed is composed of the following core modules and functionalities:
- OOS: Binding Tariff Information module (includes portal for applicants)
- MOS: Opinions About Classification module
- Administrative procedures module
- Authentication of users (3 modes: digital certificate, two-factor authentication, username/password)
- Digital signing of applications (and supporting documents)
- Automatic generation of documents (from pre-defined templates)
- Automatic notifications to all user levels
- Advanced search and reporting module.
The software enables electronic processing and issuing of opinions on tariff classification as identified and agreed during the inception phase.
